Remember that verifying that any number you select is a local (non-toll) call is YOUR responsibilty. This search system lists numbers that are possibly local for you.
To test a number, simply pickup your regular telephone (that uses the same line that your modem will use) and dial the selected number with out dialing a '1' first.
If you here modem connect tones, the number is likely to be local.
If you here a recorded message from the operator, the number is probably not local for you.
